MCO provides that option: a prepared operating environment close enough to remain connected to Beirut, but removed from the immediate pressures of the capital. The objective is simple - keep the mission functioning productively for as long as conditions allow.

MCO is more than a relocation site. It is a self-sustaining, secure diplomatic village where missions can live, work, and maintain essential operations within a controlled environment designed for extended continuity.
Accommodation
Dedicated accommodation for mission personnel, dependents, and domestic pets, with flexible arrangements for changing team requirements.
Dedicated Embassy Workspaces
Each participating embassy has its own private workspace, with the option to pre-equip it with computers, servers, and other systems to the embassy’s requirements so the team can arrive ready to work.
Protected Infrastructure
In-house armed security, anti-drone protection against aerial surveillance or attack, bullet-resistant glazing, independent power and water systems, and controlled access throughout the complex.
Food, Living, and Recreation
On-site food service, comfortable living areas, recreation, maintenance, security, and access to medical professionals are all included during activation.
Logistics and Vehicle Support
Private parking keeps embassy fleets close to the complex, while on-site reserves and supporting logistics remove the need to source critical supplies during a disruption.
Operational Independence
The complex is designed to remain functional through local utility disruption, with redundant power, water, communications, and essential services already in place.
Secure Storage and Cash Liquidity
A secure vault room provides embassy-specific storage compartments, with personal safes in individual rooms, alongside facilitation of cash liquidity if needed.
Secure Storage and On-Site Liquidity
Each embassy can maintain secure holdings within the complex, with dedicated compartments in a protected vault room and personal safes available in individual rooms.
Cash liquidity can also be facilitated when needed, subject to the applicable procedures and controls.
A Dedicated Workspace for Each Embassy
MCO is built around continuity of work, not simply continuity of shelter. Each embassy has a dedicated private workspace where its team can continue normal mission functions without sharing a working environment with other missions.
The complex is designed to support mission-controlled communications and IT systems, allowing each embassy to maintain its own security requirements and operational separation.
One Recurring Fee. A Complete Operating Environment.
MCO is structured as a single recurring service covering the living, working, recreation, security, food, maintenance, medical access, and operational support required to keep a mission functioning from the site.
There is no need to separately arrange accommodation, catering, security, utilities, parking, maintenance, or the basic services required to operate during an activation. The infrastructure and support are already there.
Built Around the Reality of a Crisis
MCO is designed around the points where otherwise sound contingency plans tend to break down.
Contingency plans often depend on finding accommodation, fuel, food, and transport after a crisis has already started.
MCO puts the core infrastructure in place before it is needed, so activation is an operational decision rather than a scramble for basic necessities.
Moving a mission across a city becomes difficult when roads, checkpoints, or public infrastructure are changing by the hour.

A commercial hotel may provide a bed, but it does not provide the controlled environment, security, infrastructure, and operational separation a diplomatic mission needs to keep working.

Black Phoenix controls the diplomatic composition of the complex and retains the right to refuse or discontinue participation when a client’s geopolitical alignment or risk profile changes.
A Place to Live, Not Just a Place to Stay
Continuity is difficult to sustain if personnel are exhausted, isolated, or living in an environment that feels temporary. The complex includes comfortable shared living areas where people can socialize, watch Netflix, read a book, play games, enjoy a round of pool, have a drink, or simply decompress.
The objective is to give personnel the comfort and normality needed to keep working effectively through an extended activation.
Life at the Complex
The objective is not simply to keep personnel safe. It is to give them an environment where they can continue living normally, socializing, and recharging while the mission remains operational.
Cafeteria
Three daily meals and a dedicated space to eat, meet, and take a break.
Gaming Room
A dedicated recreation space for downtime, games, and unwinding between shifts.
Bar & Social Area
A comfortable place to have a drink, socialize, and decompress after the working day.
When Movement Becomes Necessary
MCO gives the mission another operating option before evacuation becomes necessary. If the operating environment reaches the mission’s defined evacuation threshold, the continuity site can become a controlled staging point for the next movement.
Ground Movement
Pre-planned vehicle capacity and route assessment support movement away from the capital when roads remain usable.
Maritime Options
Pre-vetted maritime evacuation routes provide an alternative to relying entirely on the airport when access by road or air becomes constrained.
Air Alternatives
Flight-based evacuation options can be coordinated alongside other routes, giving the mission more than one way out if circumstances require it.
A Controlled Diplomatic Environment
The complex is intended for friendly or neutral foreign missions whose presence is compatible with the security requirements of the site.
Mission Screening
Prospective residents are reviewed before admission to maintain an appropriate diplomatic and security environment.
Compartmented Access
Residential, working, and common areas are structured to reduce unnecessary interaction between missions and personnel.
Ongoing Review
Participation is subject to continued review. Black Phoenix may suspend or terminate access if a client’s geopolitical alignment or risk profile materially changes.
From Contingency Plan to Continuity
The service is established before a crisis and activated when the mission determines that operating from the embassy is no longer appropriate.
Prepare
Establish the mission’s capacity, personnel requirements, communications needs, and activation procedures in advance.
Activate
When conditions warrant, move the designated team into the continuity site using the agreed movement plan.
Operate
Maintain diplomatic work, communications, accommodation, meals, recreation, and day-to-day support from the site.
Transition
Return to the embassy when conditions stabilize, or move to an external evacuation option if the operating environment reaches the mission’s defined evacuation threshold.
